On 7 November 2011,
the TUT Faculty of Social Sciences signed a Memorandum of Understanding with
the Guanxi Institute of Public Administration in Nanning, China. This is the central PA research and
training institution in the very dynamic Southern Chinese province of Guanxi
(50 million inhabitants), with a beautiful, extensive campus in Nanning, the
district’s center and the “Green and Flower Capital of China” and gateway to
South-Eastern Asia.
The MOU includes
agreements on post-graduate education and training, research and consultancy
collaboration, and faculty and scholarly exchange. It is based on previous visits and cooperation on the
scholarly level between the two institutions. It includes the areas of Public Administration, Technology
Governance, and Law.
During the current
visit, head of TUT delegation Professor Wolfgang Drechsler, Chair of Governance
and Vice Dean of International Relations of the Faculty of Social Sciences,
also delivered a faculty seminar on “Wang An-Shih and the Origins of Modern
Public Management”, and he and delegation member Professor Tiina Randma-Liiv,
Chair of Public Management and Policy and Vice Dean of Academic Affairs, gave
lectures to senior civil servants on “Post-NPM Public Management Reforms in
Europe” and “Performance Management – Solving or Creating Problems?”,
respectively. The TUT team also
included Mr. Aziz Klebleyev, Research Assistant at the Chair of Governance and
PhD candidate, who speaks fluent Chinese.
