Dr. Sarapuu wins international PhD thesis competition


Research Fellow Dr. Külli Sarapuu’s PhD thesis has won the 2014 NISPAcee (the network of institutes and schools of Public Administration in Central and Eastern Europe) PhD thesis competition. The award is named after Mzia Mikeladze (1961-2012), a longtime President of NISPAcee in recognition of her contributions to the discipline, profession, and the organization of network.

Dr. Sarapuu’s thesis was selected on the basis of its contribution to public administration and public policy, innovativeness of the PhD thesis as well as the relevance of the conducted research for NISPAcee region. She defended her thesis „Mapping and Explaining Post-Communist Development of Administrative Structure: The Case of Estonian Public Administration 1990-2010.” in RNS in February 2013. Her supervisor was Professor Tiina Randma-Liiv, Chair of Public Management and Policy and Vice Dean for Research and Academic Affairs of the TUT Faculty of Social Sciences and opponents were Professor Ivan Kopric (University of Zagreb) and Professor Per Lægreid (University of Bergen).

The award ceremony will be held during the NISPAcee Annual Conference in Budapest in May 2014. As the award winner, Dr. Sarapuu is invited to make a presentation about her thesis during the Conference as well as to publish the overview of her dissertation in the NISPAcee journal. Dr. Sarapuu is the second-ever winner of this award, in 2013 it was won by Dr. Jane Järvalt, who also defended her thesis at RNS and was supervised by Professor Randma-Liiv.
