Abstract: Estonia views itself as a leading technological country, and its e-state technology is well-known thanks to international news coverage. Technology should be used to benefit the work of all sectors, including the youth work sector, on which this thesis focuses. This thesis argues that policymakers should take more seriously the potential of big data for assisting in youth work. This is the first such investigation in Estonia into the potential for the use of big data and artificial intelligence in youth work.
