Abstract: The thesis provides a theoretical and empirical analysis of the following topics: the validity of the 'systems of innovation' concept for innovation policy making in catching-up economies; the possibilities for linking together 'systems of innovation' and 'public management' research and its value for innovation policy making in catching-up economies; current realities and future possibilities of innovation policy in a Post-Washington Consensus policy space of catching-up economies of Central and Eastern Europe.
